Start preparing now for the 2025 Internal Control Certification

The Fiscal Year Update for the 2025 Department Head Internal Control Certification (ICC) will be posted this week. Mark your calendars for the due date for the completed DocuSign Power Form no later than April 22, 2025.

This timeline will avoid interfering with the busy closing and opening of the fiscal year. There will be no changes to the ICC form so completion should be straightforward and familiar. We recognize the time commitment required; however, we believe the time and effort spent on controls is a support for, not a distraction from, your department’s mission.

As part of the ICC, department heads certify that CTR guidance published on PowerDMS, MAComptroller.org, Fiscal Year Memos, CTR Statewide Trainings are included in the department’s written system of internal controls, integrated into daily operations and that training and monitoring are in place.

The ICC highlights the key focus areas that provide the greatest return on investment for internal controls, supporting your department’s mission and effective operations. Effective internal controls have a preventative value, in reducing the risk of theft, fraud, and misuse of Commonwealth assets.

Internal Control Officers are responsible for coordinating internal controls for departments and assisting the department head and other leadership staff with the completion of the ICC.
