These are the instructions for financial reporting in accordance with Generally Accepted Accounting Principles (GAAP). The GAAP Instructions for Departments – FY2023 provides guidance to departments on reporting year-end activity and obligations to the Office of the Comptroller (CTR). CTR is responsible for publishing annual financial reports of the Commonwealth.
