Fiscal Year Memo 2025-06: Office of the Comptroller’s Fiscal Year 2025 MMARS and HR/CMS Chargebacks
This memo provides guidance and information regarding two of the Office of the Comptroller’s (CTR) three chargebacks for Fiscal Year 2025:
- The MMARS chargeback to support the operation of the financial accounting and reporting system for the Commonwealth; and
- The HR/CMS chargeback to support the payroll and HR operations of the Human Resources / Compensation Management System for the Commonwealth.
- For Fiscal Year 2025, the MMARS chargeback rate increases by 3%. There is no increase in the HR/CMS chargeback rate from the preceding fiscal year.
